CONSTITUTION
 Article 1
 The name of this organization shall be the "Cosmopolitan Club of the University of Delaware".
Article 2
 The purpose of this organization shall be:
 1. To welcome new international students to the University,
 2. To provide opportunities for foreign and domestic students to meet one another and become involved in social activities,
 3. To organize educational and informative programs for both domestic and foreign students, and
 4. To promote understanding of foreign cultures on campus and within the community.

Article 3
 About the club's membership:
Section 1
 An active member is one who supports the club's programs and who has paid the $3 dues for one academic year. Those who join the club in the Spring Semester will pay half the dues. All students of the University are eligible for membership. Deadline for payment of dues shall be March 31 of each year.
Section 2
 An honorary member is one who, because of some association with, or service to the Club, is elected to membership by the Executive Committee, without being required to pay dues. The honorary member shall receive the same privileges as the active member except for the fact that he/she will neither be eligible to vote, nor be elected to hold office. The honorary membership shall last throughout one term at which time it must be either renewed or discontinued by the Executive Committee.
Section 3
 Privileges of members: All members shall receive membership cards upon acquisition of membership which shall be valid for one dues period or one full year (12 months). Members may be asked to contribute to recreational evenings, picnics and other club functions, whenever necessary. Special activities of the Club may be open only to members.
Article 4
 Only members in good standing shall have the right to vote. To vote, a member must be present at the meeting to cast his/her ballot in person.
Article 5
 The Executive Committee shall consist of four officers and four chairmen of standing committees. The Executive Committee shall be elected by the members. The faculty adviser shall be an ex officio member of the Executive Committee.
Responsibility for all actions of the Club shall rest with the Executive Committee.
The Executive Committee shall have the power to dismiss and/or replace any member of the Committee who resigns or fails to properly discharge his/her duties, provided that the action is ratified by 2/3 of the active members present at the meeting following the action of the Committee. The vote shall be by secret ballot.
 Meetings of the Executive Committee shall be open to members at the discretion of the Committee.

 Article 6
 About the Officers:
Section 1
 The officers of the Club shall be President, Vice-President, Secretary and Treasurer.
Section 2
 To be eligible for an office, a candidate must be (a) a regular full-time student at the University, (b) a member of the Club, and (c) in good standing academically.
Section 3
 All officers shall attend all meetings of the Club and the Executive Committee unless previously excused by the chairperson of the Executive Committee.
 1. The President shall be the chairperson of the Executive Committee. The Executive Committee shall represent the Club in outside contacts. This Committee shall create or dissolve temporary committees by appointing or dismissing their chairpersons. The President shall represent the Club on committees on which he/she club is asked to serve, and he holds the right to appoint a club member to do so.
 2. The Vice-President shall act as direct agent for the President. He/she shall preside at meetings in the absence of the President and shall represent the President in times of absence. He/she shall be an ex officio member of all temporary committees and shall be responsible for the smooth transaction of all Club affairs.
 3. The Secretary shall handle the Club's correspondence which shall include the mailing of notices and announcements of the meetings to all the members. The secretary shall keep a complete list of members with other needed pieces of information such as addresses, majors, nationalities, etc. He/she shall record the minutes of all meetings and shall keep a list of the Club's activities with important details for future reference.
 4. The Treasurer shall collect dues, keep the books and be responsible for the financial proceedings of the Club. He/she shall become acquainted with and follow University rules for student treasurers. The Treasurer shall have the right to pay bills under $10 for publicity and refreshments at his/her own discretion. All other bills must be presented to the Executive Committee in the form of estimates before the purchase is made. The Treasurer shall make the budget for reports at every Executive Committee meeting, all business meetings, and whenever requested to do so by the Executive Committee.

Article 7
 About the Standing Committees:
Section 1
 The standing committees shall be (1) The Hospitality Committee, (2) The Intercultural Communications Committee, (3) The Publicity Committee, and (4) The Activities Committee. Each committee shall have members who are in good standing with the Club. Committee members shall be chosen in May of every year. No officer may be on a standing committee during his/her term of office. No person shall be a member of two standing committees simultaneously. All committee members excluding the chairperson, must be approved by a simple majority vote of the Executive Committee.
Section 2
 The duties of the Standing Committees are as follows:
 1. The Hospitality Committee shall:
 1. Act as hosts at regular meetings of the Club.
 2. Organize programs which make the civic community more involved.
 3. Receive International students on their arrival to Newark and introduce them to their host families.
 4. In cooperation with the appropriate Foreign Student Association, assist new arrivals in search of housing.
 5. Introduce students to the University Community.
 2. The Intercultural Communications Committee shall:
 1. Involve the University Community in the sound study of the varieties of cultures and their appreciation.
 2. Encourage active joint participation of domestic and foreign students at the University of Delaware in the affairs of the University, the Community and the World.
 3. Organize intercultural affairs in the form of picnics, trips, lectures, panels, symposia, plays, presentations, etc.
 3. The Publicity Committee shall:
 1. Publicize meetings and Club functions.
 2. Write articles for the University newspaper.
 3. Sponsor the publication and the postage of a monthly newsletter or magazine.
 4. The Activities Committee shall:
 1. Make reservations for rooms or halls for meetings, and other Club events.
 2. Organize the set up and clean up of rooms used for activites.
 3. Arrange refreshments for meetings, picnics and special events.
 4. Be fully in charge of events in process.

Article 8
 Temporary committees shall consist of a chair, appointed by the Executive Committee, and as many members as needed, appointed by the chair but approved by the Executive Committee. A committee shall last until the assigned task is fulfilled at which time it shall be dissolved by the Executive Committee.
Article 9
 About the Meetings:
Section 1
 The regular meetings of the Club shall be held at the discretion of the Executive Committee at least once a month, whenever possible, throughout the year. Other special functions may be substituted for one of these meetings.
Section 2
 The executive meetings shall be held at least twice a month. These meetings shall be devoted to the planning of programs and should be attended by the persons who are presenting the programs. The Executive Committee can summon an emergency meeting whenever necessary.
Section 3
 There shall be at least one business meeting per year. Other such meetings shall be called by the Executive Committee.
Article 10
 The elections shall be held the first week of May each year. Announcements for candidacy to the Executive Committee shall be received by the ex officio member of the Committee, namely the International Student Adviser, by the last day of March. Candidacies will be filed per position desired. The exact date, time, and place of the election should be announced at least one month in advance to all the Club members. If less number of candidates than offices to be filled have filed by the deadline, nominations from the floor prior to the election process during the election meeting will be accepted, but only for positions for which no candidates have been announced.
Article 11
 This constitution may be amended by a 2/3 majority of the voting members present at that meeting.
 The by-laws may be amended by a simple majority vote at the general meeting.

By-laws
 1. No voting can be held unless a quorum is present. A quorum shall be 1/4 of the voting members.
 2. A decision of the Executive Committee can be overriden by a 2/3 vote of the members present at a regular meeting.
 3. The treasury of the Club is to be used for official Club functions only. Any person who must make a purchase for the Club must first present an estimate for the approval of the Treasurer before payment is made. Unauthorized bills may be made only in part at the discretion of the Executive Committee.
 4. No member of the Executive Committee can be elected in absentia without a valid reason for his absence. The reason will be conveyed to the ex officio member in advance. The ex officio member will be the sole judge on the validity of the reason.
 5. The ex officio member of the Executive Committee shall announce the names of the election offices before the elections. His/her duties will be to conduct the elections by secret ballot and announce the results thereof.
The members of the newly-elected Executive Committee shall begin their term on June 1 following the election at which time the previous Executive Committee shall cease to exist.
