SLAVIC CLUB CONSTITUTION
Preamble
We, the students at the
Articles
Section 1: The community is to be called by the name of Slavic Club in all formal documents and advertisements of the program.
ARTICLE II:
Section 1: The mission of the Slavic Club is to promote the learning of Russian language and Slavic culture through extracurricular activities organized by officers and members.
ARTICLE III: QUALIFICATION OF MEMBERSHIP
Section 1: Any one is welcome to attend Slavic Club events
but to be a voting member of the Slavic Club semesterly dues must be paid and
at least four meetings per semester must be attended.
Section 2: Non-members can attend a
maximum of 4 meetings per semester before being required to enter into full
membership.
ARTICLE IV: NON- DESCRIMINATION
CLAUSE
Section 1: The organization agrees to adhere to all policies and procedures of
the University and all local, state, and federal laws. Members will become acquainted with policies and procedures in the Official student handbook and other policies and procedures provided by the University. This organization is a viable, functioning organization, composed of at least six full time undergraduate students and we do not discriminate on the basis of race, creed, color, gender, age, religion, national origin, veteran, handicap status, or sexual orientation.
ARTICLE V: DUTIES AND PRIVILEGES OF MEMBERSHIP
Section 1: Dues are set at $5 per semester to supplement University funding to enhance both the number and quality of events.
Section 2: Privileges include direct involvement in event planning, voting privileges, opportunity for leadership roles and opportunity to be involved in all events of the Club.
ARTICLE VI: NON-VOTING MEMBERSHIP
Section 1: Non-voting members include Alumni, Faculty, and Graduate students.
Section 2: Non-voting members are free to attend any and all events but are not given privilege to vote. Since the privilege to vote is withheld dues will also be waived.
ARTICLE VII: ABSENCE POLICIES
Section 1: Attendance is required for at least 4 meetings per semester. Attendance is also required for the election meeting in the spring.
ARTICLE VIII: DISCIPLINE OR REMOVAL OF MEMBER
Section 1: If a member is negatively affecting the club in action or in word, there will be a voting meeting held as needed to review penalties or official removal from the club.
ARTICLE IX: OFFICERS
Section 1: Leadership positions and roles.
a. President
i. Oversee officers
ii. Conduct and organize officer meetings
iii. Schedule locations for events
iv. Communicate with advisor (and co-advisors)
v. Appoint committee heads at the start of the year long term
vi. Responsible for registration of the Registered Student Organization and all required paperwork for the continuation of the organization, including End-of- the- Year, Mid- Year, and Start-of- the- Year packets, and Summer Contact Information.
vii. Communicate with Activities and Programs Office
b. Vice- President
i. Serve the role of President if the President is absent, unable to serve the duties of President, or if the President resigns.
ii. Check the organization’s mailbox and dissemination information
iii. In addition serve the committee duties appointed by president
c. Treasurer
i. Responsible for all group expenditures and revenues.
ii. Calculating costs for activities and creating a semesterly budget.
iii. Write all checks and have all checks signed by the Activities and Programs staff.
iv. Maintain all group ledgers
v. Responsible for requesting funds from the allocation board.
vi. Record dues
vii. In addition serve the committee duties appointed by president
d. Secretary
i. Record events of all official meetings and maintain minutes
ii. Maintain membership list and email database
iii. Record event attendance
iv. In addition serve the committee duties appointed by president
e. Public Relations chair
i. Making posters, flyers, brochures
ii. Entering information on to the University Events web page
iii. Submitting press releases to the appropriate media
iv. Communicating all events to members by e-mail
v. In addition serve the committee duties appointed by president
Section 2: Recruitment efforts are a joint effort between all officers.
Section 3: Each term for president,
vice-president, treasurer, secretary and public relations chair will be the
duration of one full year.
Section 4: Officers and executive board members must be in good academic and judicial standing with the University.
Section 5: All officers are
required to attend all events or to find a substitute to attend events.
ARTICLE X: QUALIFICATION OF OFFICERS
Section 1: All Officers must be
full time matriculated undergraduate students at the
ARTICLE XI: ELECTION OF OFFICERS
Section 1: Elections will be held for the fall semester during the last week of April. A training period will begin from the last week of April through the end of the spring semester for the incoming officers.
Section 2: Members who have attended 4 meetings per semester are eligible to vote.
Section 3: Elections will be held by secret ballot and tabulated by the outgoing secretary.
Section 4: To elect an officer a majority vote (50% + 1) is required.
Section 5: If an officer is negatively affecting the club in action or in word, there will be a voting meeting held as needed to review penalties or official removal from the club
ARTICLE XII: MEETINGS
Section 1: In addition to the minimum of four meetings required for membership the election meeting in the spring is mandatory for all voting members.
Section 2: One recruitment meeting should be held per semester by the current officers to discuss recruitment options and ideas for the semester.
Section 3: Officers meeting will be held bi-weekly for planning and organization purposes. Officers meetings are open to regular members.
Section 4: A minimum of one meeting open to the general membership will be held each week.
ARTICLE XIII: DUES
Section 1: A $5 membership fee will be required for all voting members each semester.
ARTICLE XIV: PROCEDURE FOR DECISION- MAKING
Section 1: A majority vote (50% + 1) by officers will be required for a decision to be passed.
ARTICLE XV: ESTABLISHMENT OF COMMITTEES
Section 1: Committee heads
a. Cultural committee head
i. Overseeing cultural events
ii. Attend all cultural events
b. Academic committee head
i. Overseeing academic events
ii. Attend all academic events
c. Website committee head
i. Maintain and update website regularly
ii. Work with the public relations officer to co-ordinate publicity
Section 2: Committee heads will be delegated by the incoming president in the spring to incoming officers.
Section 3: New committees can be formed at the discretion of the current officers and delegated to members. Members who hold committee head positions will attend officer meetings but will not vote.
ARTICLE XVI: SELECTION OF AN ADVISOR AND CO-ADVISOR
Section 1: To qualify, the advisor must be a full time faculty member involved in either Russian language or Slavic culture at the University.
Section2: To qualify, the co-advisor must be a faculty member involved in either Russian language or Slavic culture at the University. A co-advisor is optional.
Section 3: The duties of the advisor and co-advisor (if applicable) will include acting as a resource for events and attending events as necessary.
Section 4: The advisor and co-advisor (if applicable) will be chosen by a majority vote (50% +1) made by the current officers.
ARTICLE XVII: DISBURSAL OF ORGANIZATIONAL ASSETS SHOULD THE GROUP BECOMES DEFUNCT

ARTICLE XVIII: OFFICIAL QUORUM
Section 1: At least 75% of the
membership should be present at the election meeting for there to be quorum.
ARTICLE XX: RULES FOR RATIFYING AND AMENDING THE CONSTITUTION
Section 1: All amendments to the constitution will be presented at the election meeting in the spring
Section 2: A ¾ majority vote will be required to pass each amendment.
